Joining forces to combat homophobic and transphobic hate crime. Cooperation between police forces and LGBT organisations in Europe

This document is an outcome of our project “Working with the police / Tackling hate crime in Europe”, supported by the Dutch government. As a result of a research conducted in 2009-2010, it contains detailed information on 18 existing practices developed by LGBT organisations that engaged in a dialogue with public authorities. ILGA-Europe believes that the publication can serve our members’ strategies for at least two purposes: On the one hand, the first part of the document is tailored to facilitate our members and partners’ advocacy strategies. It explains the emergency of taking effective action against hate crime and quotes all the relevant instruments agreed by European States to commit to address this dramatic issue. It includes concrete recommendations to public authorities. On the other hand, “Joining forces against homophobic and transphobic hate crime” will be a source of inspiration and methodology. LGBT organisations will use the good practices it describes to convince public authorities to prioritize this issue, and to develop with them initiatives to fight hate violence. The good practices described in the publication are grouped in five chapters: raising awareness and building capacity reporting incidents and supporting victims improving monitoring and data collection strategies preventing hate incidents enforcing hate crime legislation and policies. Providing ideas and assistance to ILGA-Europe members that wish to develop initiatives in these areas is one of the planned outcomes of our “Working with the police” project. Once its last steps are completed, by the middle of 2011, we will also be able to provide training module models, targeting both law enforcement agencies and NGOs willing to develop their cooperation.
